American Circular Textiles Advocates for Domestic Manufacturing and Circularity During Capitol Hill Meetings
WASHINGTON, DC - February 27, 2025 - On Tuesday, February 25, American Circular Textiles (ACT) led a successful bipartisan advocacy day on Capitol Hill, bringing together executives from across the textile reuse, repair, recycling, apparel manufacturing, and innovation sectors to meet with Congressional offices in both the House and Senate. The delegation, which included executives from ACT member organizations Circ, Mel Gambert Shirts, Garson & Shaw, MacroCycle, Project Repat, Thredup, Unspun, USAgain, and Vestiaire Collective, highlighted critical policy priorities to strengthen domestic manufacturing, create jobs, and advance circular economy initiatives in the U.S. textile industry.
ACT representatives engaged lawmakers on several key policy areas, including reforms to de minimis provisions that would level the playing field for businesses and bolster domestic manufacturing competitiveness, incentives for infrastructure, manufacturing, on-shoring/near-shoring and workforce development, and policies that support recycling technologies and bolster recycled content markets.
"Manufacturing and workforce development are top priorities for policymakers right now, making our policy recommendations particularly timely," said Rachel Kibbe, founder and CEO of American Circular Textiles. "Our membership tripled over the past year, and we represent companies across the United States that bring valuable private sector insights to these discussions. During the meetings, the delegation discussed a wide range of potential and existing legislative proposals, including the Americas Act, which ACT consulted on and advocates for, offering lawmakers perspectives from a diverse range of companies operating throughout the domestic circular economy.
The advocacy day represents ACT's ongoing commitment to supporting smart policy solutions and providing a bridge for the private sector between state and federal policy, driving United States leadership in circular textile innovation and manufacturing.
