In 2024, ACT grew to 35 members, shaped the Americas Act, and led key policy campaigns, gaining coverage in Teen Vogue, BBC, and Vogue Business. With the GAO’s first federal textile waste report, our recent webinar highlighted the need for federal action on recycling—driving momentum for a circular economy in 2025.

ACT launched its Circularity Series, breaking down circular fashion myths and mechanics while highlighting member innovations. We also attended JAPBI, advocating for sustainable domestic garment production. With California’s SB 707 now law, ACT is ready to shape Producer Responsibility Organization (PRO) proposals to ensure industry voices are heard.

With a new Trump administration ahead, ACT remains focused on bipartisan engagement to advance circular textile policy. Shifting trade policies could create opportunities for domestic manufacturing and de minimis reform. At the Textile Exchange conference, we celebrated our coalition tripling in size and the growing role of legislation in circular fashion.

ACT joined a Congressional briefing with the Slow Fashion Caucus to push for federal textile waste solutions, from EPR programs to closing the de minimis loophole. Meanwhile, California’s SB 707 was signed into law, a win for textile circularity but a reminder of the need for federal waste policy. CEO Rachel Kibbe will speak at the Textile Exchange conference, continuing advocacy for sustainable fashion. Plus, our petition to end secondhand taxation has hit 1,000+ signatures!

ACT launched a campaign to end double taxation on secondhand fashion, gaining signatures on our petition and support from ThredUp and Vestiaire Collective. Our efforts were featured in Teen Vogue, Fashion Dive, and Sourcing Journal. CEO Rachel Kibbe will speak at Climate Week’s Fashion Fusion Tech Summit on Sept. 23 to continue the conversation.

ACT hosted a Circular Salon in NYC with NY State Senator Brian Kavanagh and spoke at Texworld on the Americas Act’s impact. We also submitted a letter to the U.S. Trade Representative, aligning the Act with APEP, and were featured in Fashion Dive, POLITICO, and Just Style, reinforcing policy momentum.

The Americas Act gains momentum, with $14B proposed for textile circularity highlighted by GreenBiz and Garson & Shaw. CEO Rachel Kibbe joined the Slow Fashion Caucus launch in D.C. and met with Congressional leaders, including Sen. Schumer’s office, to push for policies supporting textile reuse, recycling, and U.S. jobs.
