Job Title: State Policy Analyst

Reports to: CEO

Location: NY, NY (Remote)

Employment Type: Part Time, up to 20 hours/week

American Circular Textiles (ACT) is a dynamic association of businesses in retail, rental, resale, recycling, and sorting, focused on advancing sustainable practices and advocating for policy solutions that drive textile circularity. With a growing membership base and a mission to create a more sustainable textile industry, ACT is looking for an Executive Assistant to support the CEO and help manage the organization’s expanding operations.

Position Overview:

We are seeking a State Policy Analyst to support ACT’s efforts in tracking and shaping state-level Extended Producer Responsibility (EPR) policies and other textile-related legislation. The ideal candidate will have lobbying experience, strong research, analysis, superb communication skills and an interest in sustainability, public policy, and textiles. High priority for someone who has advocacy experience with EPR policies. 

Key Responsibilities:

• Track and analyze state-level EPR policies, bills, and regulatory developments impacting the textile industry.

• Summarize and communicate policy trends, timelines, and potential business impacts to ACT leadership and members.

• Support the development of policy positions and advocacy strategies, ensuring they reflect ACT’s priorities.

• Provide written briefs, reports, and presentations on legislative developments.

• Assist and often lead in the engagement of policymakers, stakeholders, and ACT members around key advocacy initiatives.

• Monitor key states like California and New York, where significant textile legislation is emerging.

Qualifications:

• Background in circular textiles, business, public policy, political science, environmental studies, or a related field.

• Strong analytical, research, and writing skills.

• Experience in state-level policy tracking or legislative analysis, and advocacy experience, is preferred.

• Interest or experience in sustainability, circularity, or textiles is a plus.

• Ability to work independently and communicate clearly in a remote environment.
